Known History

Martyn's Law traces back to the Manchester Arena bombing on 22 May 2017, in which 22 people were killed, including 29-year-old Martyn Hett. His mother, Figen Murray, began campaigning shortly afterwards after realising how little security existed at venues, her petition grew into a six-year campaign, backed by the Martyn's Law Campaign Team and Survivors Against Terror, that pushed the idea from an initial "Protect Duty" consultation through two rounds of public consultation, pre-legislative scrutiny and cross-party parliamentary support.

 

The Terrorism (Protection of Premises) Act 2025 finally received Royal Assent on 3 April 2025, but Parliament built in an implementation period of at least 24 months so the Security Industry Authority could stand up as regulator and businesses could prepare.

The CTPSaP qualification grew out of the same root cause, recommendations from the Manchester Arena Inquiry but developed on an entirely separate, non-legislative track. In 2024, the National Counter-Terrorism Security Office (NaCTSO) ran a formal tender seeking an Ofqual-recognised awarding body to build a Level 3 qualification, then called "Competent Person in the Workplace," and its own procurement documents were explicit that the course would not form part of the Bill and was not expected to be a mandatory requirement of the legislation. SFJ Awards was appointed on the strength of its experience building qualifications for policing and security practitioners and worked through 2025 with NaCTSO to shape the technical content to Ofqual standards, before the qualification launched formally on 1 March 2026 as the SFJ Awards Level 3 Award in Counter-Terrorism Protective Security and Preparedness, Home Office-funded and the only qualification of its kind endorsed by both NaCTSO and Counter Terrorism Policing.

Today, CTPSaP the Ofqual-regulated qualification is aimed at enhancing practical capabilities in counter-terrorism protective security and organisational preparedness, equipping learners to understand terrorism threats, assess risk, and implement effective protective security measures and it's marketed as aligned with current UK counter-terrorism guidance and designed to support organisations in meeting the requirements of the Act, improving readiness and minimising vulnerability across venues, sites and organisations. 

THE OBJECTIVE OF THE CTPSaP QUALIFICATION

To provide learners with the knowledge, skills and understanding of the attack methods used by terrorists, how to assess the likelihood of such threats and what mitigation strategies are available. They will also learn how to apply these strategies effectively.

Structure

CTPSaP courses runs five days in a residential setting. The result is a learning environment that goes beyond the qualification itself. You will leave not only with a Level 3 credentials and a grounded preparedness plan, but with meaningful connections to a community of professionals who take protective security seriously.
